For the third year in a row, Moscow schools are too full to allow admission of out-of-district students.
Really? Really?
I had to throw the BS flag on this one.
Back in 2007, there were 2613 students enrolled in the Moscow School District (see data here: http://www.sde.idaho.gov/finance/#attendance)
Moscow Charter School has been draining students from the regular school buildings. And currently, Moscow Charter School has an enrollment of 176 students. Back in 2007 when MSD had their max number of students, Moscow Charter School had 135 students.
So 41 students have shifted to the charter school, MSD has lost 72 students as well, so that puts them down over 100 students from 2007.
Why are they full now with 100 less students?

Superintendent of Moscow Schools Greg Bailey said class sizes in the district have reached their limit.
Were the school district to push class sizes past what has been agreed upon between teachers and the district, Bailey said the district would then be required to pay the teachers additional money to compensate.
Ah! Follow the money!
