This comes as a controversial provision of the Foreign Intelligence Surveillance Act is set to expire at the end of the year.
The provision allows the NSA to collect texts and emails of foreign nationals abroad without a warrant in order to prevent terror attacks.
The Conservative House Freedom Caucus is said to be opposed to a clean re-authorization of the act over privacy concerns.
Earlier this month, the House Judiciary Committee voted to extend the act with small changes to bring it more in line with the fourth amendment.
