Because we no longer teach “Civics” (or “American Government”) in government schools, graduates think that “impeach” means to “kick out of office.” It does not. It means to charge.
Nixon left office before being impeached. Hillary should have known better since her husband and Andrew Johnson (1868) were the only two US President ever impeached. Both were acquitted by the Senate.
