Back in 2007, Moscow got in bed with the International Council for Local Environmental Initiatives (ICLEI). See the document below.

Much of this is premised on discredited global warming propaganda.

ICLEI is a tool of the UN Globalist Agenda and has no business being supported by Moscow and Latah County taxpayers.

How does the city government wave its magic wand to create jobs, reduce energy costs for businesses and residents?  The only way it can, since it can't control the price, is to prevent us from using carbon-based fuels in the first place.  I can't wait to see how all of these utopian goals come to fruition (and also the fall-out that will result).
